stale mate ?

Will someone please discribe ALL the conditions for a stale mate game.

I have been playing for many years and have not been clear on this subject.

Ok, get something straight -

Stalemate is when the player who needs to move cannot move anywhere. The game is then a draw.

Take a look at this:

 

 

 

 

 

 

It's white's move. He cannot move his king as it would be in check anywhere it went. The pawn can't move either. However, if it was black's move, black can move a piece so that next move, it would not be stalemate.

Now take a look at this:

 

 

 

 

 

 

White still can't move his king anywhere, but he can move his pawn forward. So this position is not stalemate.

My friend says if no other pieces can be moved ( ie pawns ) that the king has 16 moves then it's a stalemate.

So if the King can move anywhere, without any threat, the 50 move applies ?

Now, if the black king had been one square higher, it would have been a stalemate.
