Ok, get something straight -
Stalemate is when the player who needs to move cannot move anywhere. The game is then a draw.
Take a look at this:
It's white's move. He cannot move his king as it would be in check anywhere it went. The pawn can't move either. However, if it was black's move, black can move a piece so that next move, it would not be stalemate.
Now take a look at this:
White still can't move his king anywhere, but he can move his pawn forward. So this position is not stalemate.

I have been playing for many years and have not been clear on this subject.
