time clock discrepencies

I noticed that when I a play on certain networks. my time clock doesn't add the full time interval on my time only. when the time interval was set to 12 seconds it would add 7 to 12 seconds but most of the time 9 seconds. while interval on my opponents clock would add 12 seconds consistently. also there would be a few seconds delay in seeing my opponents move. I believe it might be the firewall/ filter. does any one know how to correct this problem?
