Yes. I had about 13 minutes left and opponent had 1 minute but every time they got down to about 30 seconds or less their time went back up by 30 seconds - they say it was something to do with moving quick??!!! It just made the game completely pointless!
I have been having the same problem. But patzer24 (Staff) Has already said they have had time problems before. I created another thread too about a different sort of problem - I have had problems with the Timing not right like it says 3 hours on the front page and 2 hours in the game. The Staff are trying to fix this problem so hopefully it will be soon.
This is the first online chess site I've used - does this happen on all of them? Do some players just know how to 'play the system' to cheat then so that they don't lose on time???
No, It is a technical problem that happens quite a bit. All websites have Technical problems (Well most)

was there 2 time increments in the game?
I've just found it - it was 30 | 10 ??? what does the 10 mean??! I've played with this time before though and the time often goes up or stays higher than it would but it's never gone all the way down to 0.08 and then started adding on time back up to 38 then adding 30 seconds on after each move, i.e. they go down to 0.08 then up to 38, back down to less than 10 seconds until they made their move then back up to 38/39 again after they moved and so on, every time they moved for more than 10 minutes.
How does a player keep getting extra time when they're about to run out?? And what is the point of having a time limit if it keeps getting 'topped up' at the end for fast play (when the player has been REALLY slow for the rest of the game!!). This must be the weirdest chess clock ever!
