top percentage in statistics

It is the "percentile" information, telling you how many people have a score higher than yours and how many are lower. In blitz, your rating of 1378 ranks you 448,591 out of a total of more than three million players. Your percentile is 85.9% which means that your score is better than 85.9% of the players here, for blitz.

Please tell me this percentage is more nuanced than just “all players, for all time ”. Lots of dead accounts exist, i am sure, where the player has re-joined with a new email. And there are probably always newbies who have not played many games, or who always plays just one or two same people.
To be “fresh” I think this stat should exclude players who have been inactive for “too long”.
To be “more accurate” it should exclude players who have not played “enough” opponents
What is “too long”? What is “enough”? I’m not a statistician, so i can’t say what would be optimal, but off the cuff I would say i would rather see how I compare against players who have played at least 5 different opponents in the past year.
