Vacation Time Violator!!!
So here's the deal:
I am directing a tournament and there is one player who is delaying it by several months. He has one game left and is CLEARLY losing. We just want to move on with the tourney. If there is Chess.com Staff reading this please intervene!!

The user involved is not abusing vacation. He is just gone.
@OP: People are permitted to log back in and play some of their games, and even play Live Chess, without coming off vacation. (They may go off vacation, play some games, and return to vacation.) This is not considered abuse. Turn-based games, especially tournament games, require a certain mental approach for some people, and these may desire more preparation before delving into those games. Other legitimate reasons abound.
I have seen the game, and I must disagree that he is abusing his vacation time. I cannot offer my opinion on any evaluation of the game beyond that, since the game is still in progress.
Also, next time, please fill out a Support Ticket the way RetGuvvie98 described, and please do not identify the person in these main forums. "Naming and shaming" is against the site's rules.

I am sorry to say so, but this is not true. The game you refer to is taking its time because both players play at their speed, and both are taking some of their vacation when they think they need it.
Please do not try to name and shame the single player who happens to be on vacation right now.
Let the players finish the game at their own speed, taking the time and vacation they need to finish the game nicely. The next round of that tournament does not run away. Many of the players qualified for next round may just enjoy a time with a bit less games, while looking forward to when there will be more games again as soon as the next round has started.
I do not recommend you to try to interfere with that game in order to speed up the tournament. You may ask the players politely if they would like to rapidly agree to a draw or so, but it is their game and their free choice to play out the game as they like.
If you think it is really very important to try to speed up tournaments in such cases, you may ask chess.com to implement a tournament code that allows the next round to start as soon as all qualifier places are unambiguously taken (not just waiting for every single game to finish). That will require some code of automatically determining if in any way there can still be changes to the qualifier places, and some programming work, but maybe you can convince them to put it on their to do list.
