I resigned because it was taking 3 or 4 days for the opponent to move even though it was daily as you said. I got tired of him and I accepted losing rating. He was clearly abusing of the vacation time

The site has a pretty well defined definition of vacation abuse. Basically it is using vacation time to exclusively prolong a hopelessly lost game. If they weren't doing that, it's not considered abuse.

I did it but chess.com did nothing so I ended up resigning sick of waiting
It's Daily, why would you resign? Vacation Abuse is hard to prove and unless they are moving in every game but yours, or have forced mate, the site wouldn't likely do anything.
Now that you resigned, even if the player was abusing vacation, you just lost rating.
