If you say an innapropriate thing which isn’t rude, does it still count as verbal abuse?

anything which can offend someone can be considered as verbal abuse , but actions are not taken in such cases until its too much

The problem is that anything that could be said could possibly offend someone somewhere. People need to learn how to move on and stop escalating over nothing.

That depends on person to person , but to answer the question asked i told what i knew . although changing thought process of people is indeed important . also seeing the situation in India , politicians are targeting comedians cuz they criticized them on the other hand they say criticism is backbone of democracy . so one lesson people can get offended on any thing

Agreed, but politicians and comedians is one thing, somebody insulting (or trying to) because they're loosing a game is another...

I always try to be polite in the chat, I even refrain from using swear words to refer to my very own F-ing blunders, and would never insult another player...

But I know swear words could offend some people (for instance if i'm playing with a younger player), so my first rule is to not use swear words.

If i get insulted, I don't reply by insults... I'll just escalate and report... Fairplay is also a matter of knowing how to behave, and it's to easy for some to troll just because they're in a different country, and hidden behind their screen...

I just reported a guy for saying “I look like a whore” in Spanish I had google translate what he wrote. why are people so mean. Just because I was beating him . What a sore loser. I’m just here to play good chess. It ruined my vibe for the night.

Yes, it does ruin the vibe. A month ago, I got likened to a piece of male anatomy in French, which upset me a lot. Just now I played someone who gave me nasty comments for no reason; I didn't intend to play another game after, but I had to play someone else to remind myself that not all people here are nasty. The next player was a complete gentleman (or lady; I have no idea of their gender) and had a brief, civilised conversation about mis-clicks, kindly assuming I hadn't made a mistake! I'm grateful to the second player for restoring my vibe.
