I'm guessing by the looks of it, if another choice gets more votes, it is chosen instead...
Vote Chess - Offer Draw

That would be a ridiculously high requirement, but you might be right. In this case, that would have required all six voters also voting to Offer Draw, and if not for the single 37...a5 vote, then even everyone voting for a draw wouldn't have been enough!

I think this might be because offering a draw is considered a 'move' as far as voting is concerned. While as a voter, you can offer draw and at the same time vote for a move in the current game. This is a bit confusing; if you vote for a draw you shouldn't be allowed to vote for a move as well. On the other hand, this could cause timeouts because there's a time limit, and the adversary doesn't need to accept your draw offer.
So maybe this implementation is the most fair... but the downside is indeed that draws in vote games will probably never happen.
I cannot find what is required to offer a draw in Vote Chess. I've searched in Forums, Blogs, Articles and even News—nothing. Seems to me the rule should simply be that a draw is offered if over 50% of the voters also cast a vote for "Offer Draw," but that apparently isn't the case.
In the following game, 2/3 of our voters (4 of 6) also voted to offer a draw, and yet no draw was offered. Could someone please explain what it takes to get a draw offer to go through?!
