What to do when opponent lets clock run out in lost position?

It is one of the main reasons so few people play standard time controls (compared to blitz).
There's also a large group of constantly disconnecting players. They disconnect and reconnect many times during a game. I don't blame them too much but it's no fun waiting around for them.
The site tries to cut down on abandoned games through the Fair Play policies but there are still too many bad sports out there.
