Are you talking about players in Central Park, Bryant Park, Washington Square Park? You mean the street hustlers? If so, it's not legal, but they do it, and sometimes they get arrested, but not often.
I've seen people charge people in NYC in parks and stuff to play a game of chess with a clock. Is this allowed?
