it should have been a draw by repetition by move 25, although i think you have to actually claim the draw if it's a repetition draw.

One of you has to click the "Draw" button.
If one of the conditions for a draw (3-fold/50-move) are met it will be declared draw then. The other guy does not have to agree.
In one of my recent games I had this too. Opponent was up two pawns but had much less time on the clock. So both of us had a good reason to repeat the position. It continued until I pressed the button. It then was immediately drawn.

at 1 may 2013.The game link is (http://www.chess.com/livechess/game?id=50560463) that game had 200 moves. From 20 to 200 moves neither us move a pawn or captured a piece. but i loose on time.
chess.com rule page says
Fifty consecutive moves have been played where neither player has moved a pawn or captured a piece.
I am not understand what happend?
