A player cannot win on time unless he has mating material left.
If player #1 has run out of time, and player #2 does not have mating material left, then the game is a draw.
It's an official FIDE rule.
How is this a draw ?

You can never mate him, no matter what he does.

I played this game few minutes ago and this was the final result :
On the right of the screen it' saying :
GAME OVER - Bachir94 vs. ITSI - Game drawn - insufficient material (+7). Your new blitz rating is 1104.
Can someone explain how is this a draw ? I mean, he can still uses his pawn and promote them to win but he's lacking time. He should lose on time, no ?
