i was playing a 3 minute no increment blitz and should have won on time but when my opponent had 12 seconds left they started getting a 3 second increment bonus every move. they literally got like a solid extra 60 seconds of increment time and then checkmated me because they got to make like 20 extra moves. do blitz games always give increment in the last 12 seconds?

There is never "special" increment awarded in a match. I think the issue you experienced was general internet lag. This support article describes how the clocks on the site work.
