White cannot win because he ran out of time.

Black cannot win because he cannot administer checkmate.

A draw by "Insufficient material" is awarded.

The first time it happened to me, I had a similar reaction to yours. Then I calmed down and figured it out. It's just common sense really but this often gets put aside in the "heat of the battle".

Yes, 'Insufficient Material" refers to Black. Not White.
