K + Q ruled insufficient material?

Won on time (not a great win, I know. I'm low-rated, I know.) yet server called draw due to insufficient material. I have seen this multiple times but am a bit tired of it. After so many millions of games being played, I can only assume this is a known issue. Is there a reasonable rationale for this?

Did some additional searching through forums and rules and now understand. Because I could not keep a pawn on the board, I could not possibly win.

Yes there is.  It's called the rules of chess and while FIDE and USCF may quibble over minor details, the principle is the same.  If your opponent runs out of time, you only get a draw if you have insufficient material to mate.
