Ok how is it a player 2600+ standard is missing such an obvious tactical idea? What was the time setting here? And how come his faster chess is pathetic compared to his standard?

Ok. Yes you would think so. It is strange for the rating to be so vastly different though.
Looks like 23...Rd5 was a mistake on his part, and you took advantage of it well.
Black should maybe have given up play on the d-file and matched your strength on the c-file with 23...Rc1 instead.
