Maybe he was offering draw to abort game. I had same thing happen today. I guessed the game froze and we were stuck. I offered draw, but my foil just said' your move douche bag' or some such pleasantry. #sigh# oh for sweeter times.....

He could have been hoping that you'd accidentally click the 'accept draw' button... it happens.
This has happened to me alot.The other players clock is running but he sees it as being your move.Likewise he sees your clock running and it's your move.Everything starts back up after about 5 minutes but by then the players are thinking that someone is playing games.The times it has happened to me I just offer draw or signoff.I don't have the patience to wait for the computer to correct itself.Chess.com needs to fix this .

when i am going to win a match, sometimes my opponent dont move anymore. it look likes a connection failure. the time of my opponent expires, but there is no massage that i won the game. after 3 minutes, my opponent suddenly offer a draw. i decline the draw, nothing happens, and after futher 3 minutes my opponent offer a draw again. anytime (after long long time) my opponent disconnect.
I think, my opponent hopes that i leave the game before he leaves (i would lose the match). why the player can offer a draw although the time has expired a long time before?
