After a while for free users, you cannot access all of your archive, but your archive is not removed, chess.com will keep your games, until they decide to remove, reset it, from their servers.

Not for non paying members, it can't be deleted.
For payers, I cannot say.

I'm pretty sure I lost about 250,000 games from a ten year period about 2ish years ago

Yeah. The day Facebook went down, I made a Google account (the one I'm using now). So I lost games from around 2012-april 2021

You should still be able to access your other account and view those games.
