Time abusing
I recently listed a similar post, about players abandoning games. Even though it is legal for a player to use his/her entire clock for one move, it is incredibly rude for a player to stop playing and let the clock run out. Some players ask for a draw in a lost position, and if I don't accept the draw, they let their entire clock run out without moving again. One player left me a message apologizing that he had to go to work, then he stopped playing. I would be courteous enought to resign if I couldn't finish a game. I think it's much harder to do that when you're facing your opponent across the board.
it wasn't my fault. the police came with a warrant and i had to sit in the patrol car for a long time. they wouldn't let me use their car computer to make a move. i yelled out of the car window to my neighbor to go in an make a move for me but they just stood outside the police car window snapping pictures of me with their cell phone.
try me next week. i hear they have a computer in the jail day room.
You could have grabbed one of those phones, lock yourself in the police car, and finish the game (instead of calling your lawer)

Having a max time per move as an OPTION agreed upon by two players still seems a good idea to me. Obviously enforcing it upon two players is ridiculous.
I agree with your proposition.
For Standard games a max time per move as an OPTION should be proposed.You take(or not)the option it's your choice.This way noone will have to complain about bad losers who just let the clock runs out of time.
