If you are low on time the best you can do is just try not to blunder. But if you do get into time pressure your losing chances are high, so don't get there in the first place

You really have to build up an instinct to that sort of thing. The best move is the move that you can make quickly that will often take up your opponents time. You don't need to move fast, you just need to move faster then your opponent relative to how much time you both have left. So if me and my opponent are both low with many pieces and I'm unlikely to be mated I often make random sacrifices because if they dont take I win material and taking costs them time.
This strategy of exchanging material for time only really works when your opponent is low on time. If you are low on time and they are not that low you should just set a plan and make moves toward that goal regardless of what happens. You need to gain time, so if your plan requires your opponent to think about responses then you will succeed, if not you were losing anyway.
The lower you get on time the more you have to focus on fast moves and less on accuracy, so as I said its mainly instinct you have to build up on when you have to premove out a sequence or lose on time, when you can premove a sequence because its safe if it fails and you can save time, when to play fast or when to take your time.

Depends on the situation. If your opponent has insufficient mating material, like K and B, or lone King, I would suggest going for accurate moves (still quick, but no need to premove). Worst thing that can happen is a draw.
Otherwise, you basically have to premove unless it is a blatant win where 15 seconds is an eternity, like K and Q vs alone K.
