You have two types of games. Rated and unrated. When you create a new game seek, you can choose how you want to play; if you accept someone's seek then you you have to pay attention to whether it is unrated or not.
In rated games, your rating will change when the game ends. In unrated games they don't change, since they are unrated.

To clarify, since you play live the most, if you are using the graph to accept games, the hollow circles are unrated (no rating chage). If you use the list view there will be a u before the time control.
When starting a new seek change the option under the heading Rated to rated if you want your rating to change:
