Why do I go on bad/good runs of form?

I started out playing Blitz, my rating went down to the high 600s... since then my form has been climatic to say the least.

A few weeks ago, I reached a rating of 970 (blitz) after winning quite a lot of games... after that my rating fell back down to the 700s; a complete nosedive which is common with my game.

I was in the high 700s a few days ago and got my rating back up to the 900s in the same day. I entered a tournament and won 3 out of my 4 games (had to leave) and was even accused of cheating by a higher rated player, who claimed I was using a lower rating to play in lower ranked tournaments.

Does anybody else experience these flucutions in form? I am either on winning streaks or losing streaks.

I would like to keep my current good form in tact, but what should I be looking out for?

I have been beaten by 700 players in Blitz, but won against 1300 players in longer games... I am quite sure I am sticking to a pattern.

Yes, that is perfectly normal. But blitz isn't really a good way to gain good form. Playing good chess will help and ideally as you get better a chess in general, your blitz ability will also get better.
