Would Live Chess be affected by the ending of Net Neutrality?

I have been having problems getting Live Chess to work on the Mobile App. There could be many reasons why this is the case but I did wonder how the ending of Net Neutrality would affect such a service as Live Chess with it’s tight Ping returns and Handshake connection timing demands.
