Well, you didn't say where you were from, so it's kind of hard to say but I guess that anybody can create a club for whatever reason they want- as long as the creator is a premium member.
Why don't you look around first, play some games, solve a few puzzles and maybe join some clubs before you go starting one?

Only premium members can create clubs. Other than that, yes.
