Going through all of the checkmate tries that continue to be attempted:

dxc8=Q then Bh1-b7

dxc8=N+ then Ke8

d8=Q+ (illegal due to the B on c8 checking the white king)

Bd6+/Nc6+/Qc5+/Qb4+ then Kf6

Qd6+ then Kd8

Nf5+ then Bb1xf5

Bg5+/Bf8+ then Kf8

Bh4+ then Rg5

Qg5+ then Qc1xg5

Qxe5+ then Be6

Ng6+ then Bb1xg6

And finally the correct answer already given multiple times: Qa3# with Bg8 covering f7, Qb6 covering d8/d6/e6/f6, Qa3 covering e7/f8, Pe7 covering e8 and Ra7 covering d7.  Note Black Q on e5 is pinned by the e1 R and cannot block.

Qa3# cant be, because after check white can block with the queen d6. 
It is a unsolved puzzle already posted and many many years has passed and no one could recreate the game in the computer to show that it is impossible to check mate in 1.

Qa3#! is the solution and it is checkmate as ..Qd6 is an illegal defense. Not that hard to see why. It is very very easy to recreate a game leading up to the diagram since there are just a few promoted pieces in it.

Qd6 is not illegal. The queen is not pinned and is free to block the pieces. No one until now was able to create the position on the chess.com or any other site in the world with this exactly position. Do you know why? Because the first person who create the puzzle allowing you to test it WILL see that there IS NOT A WAY to mate in 1. It was a joke created by someone in a very old chess forum.

Please note the white queen on e3 and the white rook on e1.  After the e3 queen moves the e1 rook is still pinned the black queen on e5 and moving that queen to d6 (to block the Qa3 check) is not allowed because it would open the king to check from the e1 rook.

No one in the face of earth, since this puzzle was posted in 1987 by a very old forum in remote access bbs was able to recreate this game on the board. The engines does not allow illegal insertion of pieces that conflicts with others. The real truth about the puzzle is that they cannot be recreated in a normal game.

It is uncommon for people to want to create a game that reaches a specified puzzle position, but that is far from same nobody is able to create one.  The seven missing white pawns are enough to promote to the extra queen, rook and two bishops while still providing some pawns that can be captured so that Black can promote its extra bishops on white squares (and promote its extra queen).  I have confidence that somebody that wants to can recreate this position (just as has been done with other positions that people said were impossible to reach).
