I am assuming you got this puzzle from the ever-popular Youtube Channel, ChessTalk? The caption of that video is legit the exact same as the title of this thread (minus the spelling error, of course). Being serious, I actually love this puzzle, because even though Black has an entire army of pieces, he still can't win -- or draw -- the game.
The original puzzle posted by the OP cannot be solved. Not just the title is wrong, also a pawn is missing, and another pawn is misplaced. And it has no goal assignment as it should.
The OP didn't take it from YouTube but reproduced it from an earlier post on chess.com where the same pawn was misplaced in the same way. He added some more errors to totally mess it up.
The version I posted in #7 is probably the original one composed by the author. I have never seen it on YouTube but it is easy to verify that this one works as one would expect.
An interesting point is that the (corrected) diagram is 'just legal'. The black pawns have made 14 captures and 2 white units are on the board totalling 16. This is precisely what you would expect of a good composition of this type.
