Yes because white's king, for the moment, can shuffle between a1 and a2 ad infinitum. If, when white plays Ka1, black ever plays Kb3, then it's a stalemate. Otherwise, there's no way to kick the king out of the corner. Black has the wrong-colored rook pawn.

EDIT: I see the OP won on time as black in this ending in a live game and is wondering if he would have won if his opponent had had more time. I was just making sure because you never know if someone's asking for advice on a game in progress until you check for yourself.
