"black rook takes white rook" then you say "white rook to h1"
I assume you mean black rook to a1. In which case, after the the black rook kills the white one, the pawn is left unguarded. In fact the only move is Kxb5 which leaves no mate in 1 from there. It's a 4 move mate.
