There is no mate in one. The queen can not move to b3. Check the board coordinates. At best it is a mate in three.

If the board is flipped then it is an invalid puzzle. It gives incorrect information to any solver. Puzzles must still adhere to the rules of chess.

If the board is flipped, the coordinates are flipped as well and 1. Qb3# is the correct solution (not Qg6 which is illegal).
