how is it that solving a decently rated puzzle now in at a normal time, ~10-15 secs gets you about 5 or 6 points, yet missing one gets you at least minus 12??

It's going to based on the ratings of the puzzles. Right now , the ratings shown in the interface is not the one being used in the puzzle selection algorithm or rating formulas.
The site has new ratings on the back end for puzzles, that's is designed to make the puzzle rating system more accurate, but that change hasn't made it to the website yet.
