how are you a 2000 that make a 20 move “puzzle” that already hang the queen at move 3?

how is black’s bishop out when the pawn is not moved?
Yep, the position is unfortunately illegal causing us to lose another brilliant creation from the greatest democracy in history 
This puzzle gives me migraines. I love how blacks queen instead of delivering checkmate just moves back with little concern and reason
