Qc8 is met by 2...Rh2+ and mate comes next move after white blocks with his queen.
what about Rf6, i think it mates in three too...

If White moves 1 Rf6 then Black replies 1...Qf4, and if white takes the queen its stalemate,and it's not mate in Three.
