I find that I need to solve many more puzzles than I get wrong in order to maintain a steady rating?  Is this normal? 

For example, today I did 25 puzzles.  I got 16 right, 9 wrong, and ended up LOSING 2 rating points.

I would expect that if I got roughly half right and half wrong my rating would be stable.

The rating depends on the difficulty of the puzzle. If you only get the easy puzzles right, then you will probably go down.

what does a puzzle score signify? If its 1500, for instance, what does that mean?

That means the difficulty is 1500. If your rating is lower than 1500, then you will go up more, but if your rating is above 1500, then you won’t go up as much
