It is not a mate problem, as the title says, "White plays and wins", you must find the solution of which is the exact way to win.

Qe2 !? Re1!? Qe1!? Qd8?! All these candidate moves seem refuted by either Qd7 or Qe6

It means number 2, there was proabably one before this one

I think the best and easiest way for white's winning is to exchanging the powers and become a winner by only extra Pawn.Is that right?

No because it's opposite color bishops endgame =draw mostly
