Are you sure the black Rook must not be a black Bishop? In this case 1.Qf5 is the solution 1...Qe6 2.Nb5#
what happens after Rh5 pawn f4? no check mate with Qg4 and if white takes with the bishop row 4 is still blocked for a check mate
