Zugzwang is using the opponent's compulsion to move to your advantage in the absence of a threat. This puzzle has nothing to do with zugzwang; OP does not understand the concept.
Underpromotion to a rook also draws, and the draw is slightly tricky. White's K can come up into the center and there are opportunities for Black to play the wrong check and lose. But because promotion to a Queen draws so easily there really is nothing to this puzzle. It would be more interesting if the R were already there, giving check, and it were White to play and win. But no win exists.
