Underpromotion to a rook also draws, and the draw is slightly tricky.  White's K can come up into the center and there are opportunities for Black to play the wrong check and lose.  But because promotion to a Queen draws so easily there really is nothing to this puzzle.  It would be more interesting if the R were already there, giving check, and it were White to play and win.  But no win exists.

I believe a zuzwang is a position in which where ever you may move it results in a losing position (Draw in this case). It is not using your opponents compulsion to move; OP definitely understands the concept because anywhere whites king moved it would have ended in a draw.
