Best format for my school club tournament

There is a group of students at my secondary school who like to play chess and we want to have a tournament. We are thinking about a round robin format or two quads because there are a couple of good players and a couple of new players. We don't want to have an elimination tournament because we want everyone to play more than one game. We also are considering a ladder system but are not sure how to set that up either. Thank you for your ideas and suggestions.
