Yes, you could become world champion. Very few people have asked this question before, let alone tried to accomplish the feat. Many people have been world chess champion, so it's a very realistic goal. But you will have put in some effort. At a minimum 20 to 30 minutes a day practicing and learning. It will help to play a few tournaments along the way also. By the time you are 18 or 20 you should have a good idea if you are going to be world champion or not.

It is theoretically possible. It is also theoretically possible to become the political leader of your country, secretary general of the United Nations, a Nobel Prize winner, etc., etc. Sammy Reshevsky was a chess prodigy whose parents made their living by touring with him when he was nine - he was a top player but was a degreed accountant by profession by the time he was a world class player at the age of 24. He was probably the best known example of a nine-year-old already recognized at having a realistic chance at eventually competing for the world championship but missing the shot at a title match at the age of 44 when the Soviet players [per Bronstein's later book] were ordered to make sure that Smyslov had enough points to come in ahead of Reshevsky in the Candidates' tournament (eventually leading to Fischer's championship match after saying something somewhat similar to "I don't care how many games the Soviets throw to each other, let's see them beat a perfect score").
If you are another Sammy Reshevsky or Bobby Fischer then your chances might be deemed plausible as opposed to theoretical.
