TDs can define whatever setting they want but it appears that it now defaults to 0. Don't know if that is by design or not.
Is anyone already allowed to join?

I thought users should have completed at least 5 Daily Games before they can join a tournament? Has this changed?
I noticed in a couple of tournaments that I joined that recently started has a number of players not even having finished one. See screenshot below for example:
