A valid argument, I wonder if this issue will be addressed...
Could it be that they were 1200-1400 when the tournament was announced and then won a bunch of games to bring them up before it started?

New players ratings tend to move up and down quite a bit. IF you require a minimum amount of games it might reduce it. If you stick to the official tourneys you will see people are put in tournaments based on their rating at the start date. For second/third rounds, nothing can be done. Someone who wins 8 games in the first round will probably bump up a level but still be in the same rating class for subsequent rounds.
