the first tie break should be head to head, if u won or lost to that opponent, second tie break is they add up the total scores of each opponent u played.

Since they are using retarded USCF rules than yea they should be using FIDE rules in my opinion

That's called the Sonnenborn-Berger (or Neustadtl) tie-break system. It's very popular, especially in Round-Robin (all-play-all) tournaments.
I have just recently participated in two lightning tournaments and I've gotten the exact same score as the person that got 3rd place, each time! But, I have been put into 4th place on both and without a medal. Any ideas of why??
