For that price (up to $165) you shouldn't have too much of a problem. You should be able to get what you want for far less than that.
You might want to re-think the 4" king. That's a very large king, and unless you're also getting an extra large board with 2.75" squares, the pieces will look crowded on sets with 2.5" or less squares. A 3.75" king is seen much, much more frequently in chess clubs and tournaments.

I am looking for a new easy-transport tournament set.
Here are some of my expectations:
- Between $85-$165 (Or close to that)
- Mouse-pad board (Green preferably)
- 4 inch king
- Quadruple weighted
- Durable pieces
- A nice looking bishop (With a deep crevice for the mouth.....Weird but neccesary
)
- A nice carrying-case that can hold everything including a clock and my notation sheets
