Slow Play Solution

Is it possible four tournaments to automatically advance to the next round once the first round is mathematically decided? The players who didn't make it out of the first grouping could still finish their games, or drag their games out to the max time for spite on their own time. I realize there could be some problems because an advancing player might not have all of his or her points yet, but anything has to be better than waiting for players who start taking max time once they're out of the running (I realize some players take alot of time for legit reasons). I am waiting for the next round in multiple tournaments, and habe been waiting for over a month for some, because a few eliminated players drag out a last game..
