Sevilla has been mentioned before. Amazing program that supports a lot of pairing systems Keizer included!.Vesus.org is free and is great to announce the pairings and results online.
Both use the JavaFo engine which FIDE recommends. Even though both systems are not FIDE endorsed per se, I never faced a problem and recommend both wholeheartedly.
