Breaking Change: User-Agent Contact Info Required

Starting June 20th, 2023 all processes accessing the Public API will require a recognizable user-agent that contains contact information for the developer.

The user-agent should include a contact email and/or your chess.com username to allow communication about processes generating abnormal or excessive load on API endpoints.  The information will be used to let the developer know about issues and facilitate  fixes to allow continued API access.

Processes without a user-agent with contact information will return a 403 Forbidden response.
