Looks like a Scandinavian but with c5 thrown in.
Its basically a scandinavian, except now neither Qa5 mainline or nf6 c6 plan is available. Even if they did something like Qd6, now theyve played c5 they cant set up the c6 e6 restrained centre and will most likely be crushed by your rapid development,
In short, develop normally and put black under pressure, but dont overpush attempting to outright refute it.
