A player won't accept a drawn game

I am playing a player with a higher rating than me. We have a position where we have reapeated the same postition 4 times (so technically drawn).... The player keeps ignoring my request for a draw and I think is just protecting his rating. Is there anything I can do to stop this time wasting? Is there anywhere to report the player?

You should be able to "claim" the draw.  After you make your move, as long as the conditions are met for the repetition, the "Offer Draw" button should change to a "Claim Draw" button, but it does this while it is technically their turn.  This is consistent with USCF rules where you are supposed to make your move first, then stop the clocks to claim the draw provided you have a properly recorded scoresheet.

Thank you for your help. In an attempt to try this, I have just submitted my move again (5th time)....... The option does not come up to claim the draw, but I think that might be because after the last move I again offered a draw and after the offer, the player logged out...Hopefully when he next logs on I might be able to try this again..Thanks again for your help.

Thank you Omnipaul...The player has just logged back on and my draw is sorted.... I won't bother requesting a rematch though! Thanks again for your help!

It's strange though that the game says "Game drawn by agreement." It should say "Game drawn by repetition." This looks like a bug to me.

I looked at the position and I discovered the position is was theoretically not really a draw (at least, your opponent could have avoided the draw by repetition). I am surprised that such a high-rated opponent didn't notice that!

He could have avoided repetition, but didnt, so technically I believe that this was a draw. I guess the reason why he didnt play any other move is that I would have won a pawn and therefore stood a good chance of winning the game. If I had of been him, I would have gone for the draw. (As he eventually did!)

There is no point in your opponent refusing the draw after repeating the position 4 or 5 times it should be obvious to him that you are aware of what is going on in the position. If he wants to avoid the draw then make another move even if you do win a pawn, if he feels he is that much superior to you in playing strength then give it a shot, after all it is only rating points it is not the end of the world.

If a person doesn’t accept a drawn game just say I don’t like you

No one is obligated to accept the requests for a draw. There is neither an actual rule nor a courtesy convention to accept anything. This grievance is as invalid as when people cry when an opponent will not resign on a lost position in blitz games.
