I can understand that resigning after only 3 moves may warrant having no affect on ratings, but a checkmate in 3 moves ought to count. Otherwise you are forcing me not to make the checkmate and hope the opportunity still exists on the next move. This is hardly conducive to playing my best chess.

Actually, resigning after only a few moves should also count as far as ratings since they may have spotted you are about to mate them. It should only be time outs that don't count toward ratings after only a few moves unless a mate was eminent.

You tell me. What if they do? How often does someone resign by mistake? Does it not ask if you really meant to do it before it accepts your resignation? I should hope that they resigned on purpose.

If your opponent plays into fools mate then he's likely not rated very high in the first place and your rating will adjust accordingly. Checkmates should be rated irrespective of the game's duration.
