On a side note, d4, h4, and f3 is the best pawn structure to play in pawn chess (Chess with only kings and pawns)
All else being equal then for a defender fur shur
Dvoretsky says that h4/h5 is good for the inferior side because if g4/g5 then hxg4/g5 exchanging down pawns, and each pawn exchange improves drawing chances of the inferior/"defending" side.
The superior side on the other hand should strive to win pawns and avoid exchanges when necessary.
I think that the main issue with this line is that it neglects development of the king, which should be well advanced to support the pawns.
