What can be done to get the forums back to life?

I've just taken a look around; I haven't been anywhere near for about a year. The reason I left was trolling, bullying and aggressive comments. Some people are so egotistic that they'd rather try to dominate people than be honest and polite. Another thing was the bad conditions here. I found that people who started threads could exclude me simply because they wanted to and yet the same people trolled my threads and I couldn't ban them, probably because I'm not a full member. The forums are too loaded towards some and not others and I found that the admins were useless. Basically, it was impossible to discuss controversial openings without loudmouths butting in, so I left.

Some of the loudmouths have been banned (5oS, for instance), but others have joined.
